Report for the OCS General Assembly 

 

Introduction

Dear delegates,

                The beginning of the new coaching and competition season is simultaneously the beginning of the final phase of project “Beijing 2008”. As you may know, the Project includes Serbian athletes, 65 of them in 2007, those individuals and teams who have qualified for the Olympic Games in Beijing at European and world championships.

                Alongside project “Beijing 2008”, the OCS also implements another project entitled “Preparations of Serbian Olympic hopes” which, in 2007, included 140 athletes from national sport federations who had achieved success in individual and team sports at European and world championships.                

              For all athletes identified and included in the two projects, 205 of them, the OCS has, in cooperation with national sports federations and with significant help from the state, realised programmes whose aim is improvement of training technology, medical care, insurance, supplementation, athlete recovery, in-service training of coaches and administrative structure of the NFs... The OCS Programme Commission and Sport Department is accountable for realisation of these programme activities.    

       In 2007, within project “Beijing 2008” the following groups of programme activities were realised:        

-     “Olympic preparations” started in March 2007 and are realised with direct support of the Ministry for Youth and Sport. So far 50.056.499,00 RSD have been invested in them. This amount increases significantly when added financial means obtained from the OCS sponsors and donors, Autonomous province of Vojvodina and Belgrade City Council.

-      The OCS mission “Beijing 2008”

-          “Preparations of Serbian Olympic hopes” as a long-term project intended to support development of young gifted athletes in individual and team sports.

The subject of this Report is realisation of project “Beijing 2008” which is why this material contains documents which created and realised programmes in 2007. Integral parts of this project are programme abstracts and financial plan for their realisation in 2008. Therefore, this Report contains:

2. Goals of the OCS in Beijing

 

-          As many as possible qualified athletes and teams for the Beijing Games

-          Better results compared to the Athens Games

-          The OCS and project “Beijing 2008” as an incentive to development of sport system in Serbia

3. Categorisation of athletes according to project “Beijing 2008” 

- “An Olympian, a candidate for a medal”: athletes in senior competitions who ranked 8th or better, i.e. 10th or better at European and world championships in the last two years. Teams who won medals at European and world championships.

- “An Olympic candidate”: Athletes who have achieved the A norm, athletes who according to criteria of IF are eligible to compete in the Olympic Games. In team sports, teams who have qualified for the Olympic Games.

- “An Olympic participant”: Athletes who have achieved the B norm or have been invited by IF.

Project principles:

- Realistic and sustainable goals

- Clear plans and resources

- Equality of participants (athletes and federations)

- Focus on athletes (premise: all athletes are negative to doping)

Outcomes of project "Beijing 2008":

- Equal opportunities for all athletes and federations to take part in the project

- Part of long-term plans of the OCS and NFs

- Monitoring of the project activities through efficiency indicators

- Team-building

- Accompanying plans (Sport Institute, informational system, athletes’ insurance)

- Map with full scope of activities that need to be realised in the function of development of sport (intern evaluation).

- Focus on programmes of the IOC’s Olympic Solidarity.

- Low tolerance to decreasing number of athletes, from preliminary to final registration.

- Application of sports sciences in planning and preparations of athletes for the Olympic Games.

- Focus on Olympic-national coaches.

- Search for state initiative and allocation of funds for results development of Serbian athletes at the international sports scene.

- Partnership of all stakeholders in sports system.

- Respect for particularities of individual sports and the Olympic Games in organisational sense.
